Microsoft will not allow UI mods on Windows 7. It hasn't stopped them from HTC Sense UI increasing commercial sense in WP7, though-instead of replacing the overt homescreen, added apps play many current Sense UI capabilities.
This video could potentially be a fake-but a lot of work into it, went too much for a prank Internet. If it is real, although Sense enabled Windows 7 buzz from HTC will increase eye-candy to see only the original levels.
